Turkey’s medicines agency told doctors not to prescribe testosterone, puberty blockers, or listed oestrogens to change sex under 21.

Turkey’s Medicines and Medical Devices Agency (TİTCK) wrote to provinces on 25 June 2025 (E-24931227-000-5674958) that testosterone-containing medicines, GnRH analogues, and standalone oestrogen at 2 mg or above must not be prescribed or reported for the purpose of changing sex under age 21. The same letter keeps those medicines available for other listed indications (cancer, infertility, precocious puberty, endometriosis, post-menopause, uterine fibrosis). Turkish Medical Association (TTB) litigation confirms the written restriction; a stay was not granted by the Council of State 10th Chamber. That is Restricted, not Banned and not Affirming. A 2023 Istanbul University pediatric-endocrinology case series documenting prior clinic practice does not override the 2025 prescribing rule.
Restricted: under-21 gender-transition prescribing of listed hormones/GnRH is forbidden. Other medical indications remain. Istanbul University PMC10448553 is prior clinic practice.
