Oman’s Public Health Law, issued by Royal Decree 43/2025, Article 16 prohibits any act that would convert a male into a female or vice versa when male or female organs are complete. Cases of sex fixation (تثبيت الجنس) are excepted, under controls in the governing law. Official Arabic is on Qanoon.om; the decree page on decree.om issues the attached law. That is a statutory conversion ban with a sex-fixation exception — not a separately invented puberty-blocker circular. This medical cell is Banned.
Art. 16 bans conversion when sex organs are complete, with a sex-fixation exception. It does not add a separate hormone-only article.
