The official NSW Health TGD Health Service page says the statewide hubs offer puberty blockers and hormone treatment where clinically appropriate. The official PDHPE K–10 Syllabus (2018) is the NSW curriculum. The NSW Department of Education states that sexuality and sexual health is a learning context in that syllabus from Kindergarten, covering identity, gender, human sexuality, and respectful relationships, with sexual-health content in Years 7–10. That is a clear subnational CSE instrument.
