A Secretaría de Salud protocol says clinics may consider puberty blockers for trans minors, then hormones.
The 2020 Secretaría de Salud LGBTTTI protocol, numeral 31, says establishments may consider puberty blockers for trans minors with a multidisciplinary team and parents or guardians, then a hormone process. A later DSD section on delaying puberty for people whose sex development didn’t follow the usual path is a different pathway.

Article 58 of the Ley General de los Derechos de Niñas, Niños y Adolescentes, on the official Cámara de Diputados text, lists among the aims of education the promotion of educación sexual integral according to age, developmental stage, cognition, and maturity, so that children and adolescents can exercise their rights in an informed and responsible way.
