Kuwait Law 70 of 2020, Article 19, forbids all operations, surgeries, and medical interventions that would change a person’s sex. Correction of sex is allowed only in ministry government hospitals, where sex is medically ambiguous, physical features conflict with physiological, biological, or genetic characteristics, ministry reports confirm that, and a three-doctor committee formed by the minister approves. That is a prohibition on sex-change procedures with a DSD / ambiguous-sex correction carve-out.
Article 19 as written covers operations, surgeries, and medical interventions aimed at changing sex. It does not separately enact a hormone statute.
