Italy’s National Bioethics Committee (CNB), responding to a Ministry of Health question on triptorelin (a puberty blocker) for gender dysphoria in minors, found the scientific evidence insufficient. In its 22 November 2024 opinion (published December 2024), the CNB urged the Ministry to fund higher-quality independent clinical trials and hoped prescriptions would occur within those Ministry-promoted trials. It also recommended multidisciplinary assessment and that puberty blockers be considered only after psychological/psychotherapeutic (and where relevant psychiatric) pathways have not been effective. This is official bioethics guidance.
The CNB answer is limited to the Ministry’s question on the ethical use of triptorelin in minors with a gender-dysphoria diagnosis. AIFA Determina 21756/2019 still lists selected off-label NHS use after multidisciplinary diagnosis. Government bill C.2575 would regulate — not ban — puberty blockers and cross-sex hormones for minors.
