COHERE Finland (PALKO/COIN) recommended psychosocial support as first-line care for minors with gender dysphoria. Hormone treatment, where used, is centralized and exceptional.
The COHERE recommendation is the medical restriction. The core curriculum is the school instrument.

The Finnish National Agency for Education (Opetushallitus) states that treating gender and sexuality diversity in teaching belongs to the national core curriculum for basic education, including terveystieto (health education). The official FAQ records that those contents are compulsory, that a guardian’s permission is not required, and that a pupil cannot be excused from teaching on gender or sexuality diversity, sexual development, sexual health, or human reproduction. That is official CSE.
