The Social Ministry–funded 2023 hormone-treatment guideline for sex change (Soolise ülemineku hormoonravi juhend), agreed by the Estonian Endocrine Society, family doctors, and the ministry medical expert committee, lists adulthood (täisealisus) as a starting condition. That guideline is a restriction on opposite-sex hormones for minors.
