Item 4140-101-0001, Provision 12 appropriates $9,000,000 for sex-rejecting procedures for children and youth. The Department of Health Care Access and Information is directed to collaborate with the State Department of Health Care Services and stakeholders, including support for Medi-Cal providers and Medi-Cal members seeking those services. Item 4140-001-0001, Provision 15 adds $800,000 (Schedule 2) and $200,000 (Schedule 4) for the same children-and-youth purpose and to implement Provision 12.

This is a state appropriation responding to CMS-2451-F (effective October 13, 2026). It is separate from the June 2026 $26 million Transgender Health Care Fund already signed in the main budget.
